This hybrid position is responsible for the management of the Kent County Detention Center OUD Treatment Initiative, which seeks to expand treatment and services for inmates with substance use disorders by establishing and operating successful recovery programming that reduces local treatment gaps for incarcerated individuals. The Program Manager, in conjunction with program medical staff, will assess individuals and refer inmates to the program and provide behavioral health counseling and case management services. The Program Manager will coordinate various support services, including re-entry services as incarcerated individuals in the program are released. The Program Manager is responsible for all program-and grant-related reporting. This is a 40-hour per week position with occasional additional hours and possible weekend or evening work required.

Annual Salary $60,000 (Grade 7, Grant Funded) with comprehensive benefit package.

Responsibilities

Essential Functions:
1. Inmate Assessment/Evaluation and Program Referral – In conjunction with University of Maryland School of Medicine staff, provide initial assessment/evaluation of all offenders to determine if inmates meet program entry criteria.
2. Case management – Develop individual treatment/case management plans for each offender, documenting activities and inmate participation.
3. Counseling – Provide behavioral health counseling to program participants and conduct group counseling sessions.
4. Regularly meet with inmates to review progress and ensure attendance of required program activities.
5. Research and maintain updated records of community resources information for health services, health insurance, housing, employment, substance abuse treatment, and other services to provide inmates pending release.
6. Inmate Release/Re-Entry Planning: Link program participants who are being released from incarceration to the Kent County Health Department Peer Recovery Services to ensure a continuum of care to improve offender success in transitioning back into the community.
7. Work with the Clinical Research Assistant to compile statistical data and complete regular reports and program evaluations.
8. Perform other duties as assigned.

Qualifications

Must be 21 years of age, possess a valid Maryland Driver's license and be a U.S. Citizen, pass written entrance exam, physical agility test polygraph, physical, psychological examination, drug screen, and successfully pass extensive background investigation with favorable results. Must maintain Addictions/Substance Abuse Counselor certification. Minimum of a bachelor’s degree in social work and counseling, preferably with course work in criminal justice. Certified Addictions/Substance Abuse Counselor in the State of Maryland (CAC-AD or CPC-AD) with 2 years minimum experience. Screening for illegal drug use will be required prior to appointment. EOE.
