Maryland’s Behavioral Health Crisis System: State of Affairs

Workshop 1 Bridging Partnerships to Save Lives Katherine Dilley, LCSW-C, Executive Director, Mid Shore Behavioral Health, Inc.; Jen Corbin, LMSW, Director, Anne Arundel County Crisis Response System; Tina-Marie Brown, LCSW-C, Director, Eastern Shore Crisis Response Services, Affiliated Sante Group This workshop will discuss the successful collaborative interventions with suicidal individuals at the Bay Bridge and the formation of the Bay Bridge Work Group. The work group's goal was to improve communication and teamwork between community partners, who were already informally working together. The enhanced relationships and communication among all the partners from state, county, and community partners has increased the efficiency of crisis responses to the Bay Bridge.

Workshop 2 Crisis Now in Action in Maryland Chauna Brocht, Director, Greater Baltimore Regional Integrated Crisis System (GBRICS), Project Implementation, Behavioral Health System Baltimore (BHSB); Billina R. Shaw, MD, MPH, FAPA, Medical Director, Behavioral Health Division, Prince George’s County Health Department, Totally Linking Care (TLC) in Maryland and Lori Werrell, MPH, MCHES, Assistant Vice President, Care Transformation MedStar, St Mary’s Hospital/MedStar Southern Maryland Hospital Center; Katherine Smith, MSW, LCSW-C, Executive Director, Behavioral Health Services, Tidal Health System, Tri-County Behavioral Health Engagement (TRIBE) and Tina Simmons, MBA, BSN, RN, LSSBBH, Director, Population Health, Atlantic General Hospital This workshop will share an overview of three crisis systems now in action in Maryland. • Greater Baltimore Regional Integration Crisis System (GBRICS), presentation will provide an overview of the GBRICS components (comprehensive call center, expansion of mobile crisis teams and same day appointment access) to date and discussion of public policy efforts to create long-term sustainability for crisis system expansion. • Totally Linking Care (TLC) presentation will focus on the trials and triumphs of the strategic direction and implementation of the HSCRC Regional Partnership grant in Prince George’s County through a private/public partnership with Total Linking Care in Maryland the Prince George’s County Health Department. Issues regarding diversity, sustainability and navigating a rapidly evolving landscape will be discussed. • Tri-County Behavioral Health Engagement (TRIBE) presentation will speak to bringing together 2 crisis stabilization centers to the lower eastern shore area of MD - as well as working to regionalize the existing crisis response services.

Workshop 3 Comprehensive Mobile Response & Stabilization Services for Children, Youth, Young Adults and Families Maria Francesca Rodowski-Stanco, MD, Director, Child, Adolescent and Young Adult Services, Behavioral Health Administration Maryland is committed to supporting children, youth, young adults, and families in being safe, healthy, and successful in their homes, schools, and communities. Maryland is designing and implementing a full continuum of crisis services for families in support of this goal. Mobile Response and Stabilization Services (MRSS) is an evidence-based child, youth, and family-specific intervention model designed to meet the youth and caregiver’s sense of urgency when children and youth begin to demonstrate behavioral changes associated with the early phase of a crisis. This workshop will provide a brief overview of youth and family focused MRSS, how they align with the overall Maryland Comprehensive Crisis Response System, and how we expect to incorporate suicide prevention efforts into this model.

Workshop 4 The Lifeline and 988 Timothy Jansen, LMSW, Chief Executive Officer, Community Crisis Services, Inc. and Suzanne Borg, MA, Division Director, Crisis Services, Mental Health Association, Frederick County 988 has been designated as the new three-digit dialing code that will route callers to the National Suicide Prevention Lifeline as of July 2022. 988 is available around the clock, 365 days a year. Counselors at local crisis call centers answer the calls and provide free, confidential advice and emotional support for people in distress. It is not only about answering calls but also about providing connection to community mental health and substance use services at critical moments for people across Maryland. This workshop will describe the development and launch of 988 and how it impacts crisis services across the state of Maryland. Workshop 5 Peers Support in Crisis Services Cheryl Gagne, ScD, Senior Associate, C4 Innovations This workshop will present the varieties of peer support throughout the crisis care network. Learn about how peer support is offered on mobile crisis teams, crisis stabilization centers and crisis call centers. Information will be presented on peer-run services that address the needs of people in crisis
